February 21, 2007 Special meeting minutes

     A special meeting of the Ward County Commissioners to discuss space needs and building options was called to order by Chairman Watne at 9:00 am with Comms. Fjeldahl, Lee and Erickson present. Comm. Gruenberg was absent. Also present were Auditor/Treasurer Devra Smestad and State’s Attorney John Van Grinsven.

      The recent department head survey regarding amount of space that could be made available by digitizing records was reviewed along with the anticipated spaced needs of each department in ten years. Based on the square footage needed, the commissioners discussed several buildings which could possibly work for the county space and parking needs.

      The commissioners determined it necessary to have the sale price, an environmental study, and full inspection of plumbing, heating, and electrical systems as well as roof conditions available for each building considered.

      When asked about financing options, the county has several methods: a contract for deed (unless the county can show it has the full purchase cost available in the current year), lease finance and building fund of 5 mills over 6 years, all three of which will require a vote which must pass by at least 50%; a general obligation bond which requires a vote being passed by at least 60%; and through an established building authority.

      Comm. Lee moved to narrow the consideration of buildings down to the Oppen Center on north hill and the Cenex business offices downtown as other options did not have adequate footage and parking space, Comm. Watne seconded and motion carried with all voting yes.

      Hearing no further business, the meeting was adjourned at 11:10 am.
