April 1, 2008 Farm to Marketing meetingAt 7:00 p.m. the Farm to Market Hearing was opened by Chairman Erickson, with Comm.’s Fjeldahl, Gruenberg, and Lee present. Also present were County Engineer Dana Larsen, Road Supervisor Rick Melchert and Auditor/Treasurer Devra Smestad.
Larsen made a presentation of the construction costs and changes over the years and the construction cost changes from 2004-2006.
Larsen then presented the current year’s road projects and reviewed the list of upcoming projects. He informed the audience that he had contacted Mountrail County regarding their portion of County Road 5W (Old Highway 2) and was informed that it was not on their schedule for repair.
Casey Tompkins, Surrey Township, appeared to question why the Federal match was only about ½ of what the County match for projects was.
Les Enockson, Hiddenwood Township, appeared to question why the township had to install a culvert at their own expense when state law requires the County to pay for the project, and requested that someone attend the fall meeting of the Township Officers Association. Enockson was informed that the state law and Ward County’s bridge and culvert policy would be reviewed and that someone would attend the Association meeting.
Alan Walter, Minot City Public Works Director, then appeared regarding the 55th Street overpass project. Also appearing for comment on the overpass was Alan Estvold, Ackerman Estvold Engineering and Mark Fleck, ND Port Services.
Larsen then presented the current load limits in Ward County. Enockson questioned who could enforce the load limits on Township roads.
Chairman Erickson thanked everyone for attending and providing input.
At 8:15 p.m. the hearing was closed.
