April 29, 2009 Special meeting minutes
A special meeting of the Ward County Board of Commissioners was called to order at 1:06 p.m. by Vice-Chairman Gruenberg with Comms. Fjeldahl and Nybakken present. Also present were Auditor/Treasurer Devra Smestad; Emergency Manager Al Reynolds; Engineer Dana Larsen and State's Attorney Roza Larson.
The purpose of the meeting was to waive the county acquisition policy to engage Munter’s Corporation to clean the All Seasons Arena at the North Dakota State Fair Center and to authorize the Chairman’s signature on the work authorization estimate given by Munter’s Corporation.
Reynolds presented the Board with one estimate, at approximately $264,000, received from Munter’s Corporation for the cleaning of the All Seasons Arena facility including the HCACV, electronic and others systems. Reynolds also informed the Board that flood costs are at $381,000 exclusive of road, culvert, etc damages.
R. Larson appeared to inform the board that since an emergency declaration is currently in place, this is a direct expense linked to that emergency, and the bidding requirements could be waived per NDCC 48-01.1-02.
It was moved by Comm. Nybakken, seconded by Comm. Fjeldahl to accept the bid from Munter’s Corporation, while also considering other responsibilities to the townships and cities within Ward County. Roll call vote: all present voted yes; motion carried. Smestad was directed to obtain carryover fund information for the May 5 regular meeting.
At 1:48 p.m. with no further business, it was moved by Comm. Nybakken to adjourn. Motion carried.
