Minutes of the Board of Ward County Commissioners

Special Meeting

June 18, 2010

 

A special meeting of the Ward County Commission was called to order by Chairman Christianson at 9:00 a.m. with Comms. Erickson and Nybakken present.  Also present were Auditor/Treasurer Smestad, State’s Attorney Roza Larson, Emergency Manager Al Reynolds and Don Davison of DLA Architects.

 

Moved by Comm. Nybakken, seconded by Comm. Erickson to approve the agenda with changes.  Roll call vote: all voted yes; motion carried.

 

Emergency Manager Reynolds appeared to present the flood emergency declaration and provide the Commissioners with information on the June 17, 2010 storm.  Highway Engineer Dana Larsen appeared for comment.

 

At 9:08 a.m., Comm. Fjeldahl joined the meeting.

 

Moved by Comm. Nybakken, seconded by Comm. Erickson to authorize the Chairman to sign the following Flood Emergency Declaration: (insert declaration)  Roll call vote: all voted yes; motion carried.

 

Following discussion on the evaluation criteria, it was moved by Comm. Nybakken, seconded by Comm. Fjeldahl to approve the following points system for rating the buildings: 25 points each for Size, Location and Cost; 20 points for Parking and 15 points each for Accessibility, Adaptability and Building Condition for a maximum point total of 140.  Roll call vote: all voted yes; motion carried.

 

State’s Attorney Larson stated that the term of the lease would be at the discretion of the Commissioners however, specifics related to building costs would be required before determining which financing option is appropriate.  The Commissioners requested Auditor/Treasurer Smestad contact the organizations which submitted the original building proposals for the four properties to determine if lease/purchase prices have changed.  Chairman Christianson asked that building costs be added to the agenda for the next regular Commission meeting.

 

The next meeting will be Thursday July 15, 2010 at 9:00 a.m. in the Commissioners room.

 

At 10:18 a.m. with no further business, the meeting was adjourned.
