September 18, 2007 Park Board meetingThe meeting of the Ward County Park Board was called to order at 8:00 p.m. by Chairman Gruenberg with the following members present: John Fjeldahl, Darlene Watne, Jim Lee, Jim Muzzy and Ken Kitzman. Also present were Park Superintendent Roger Kluck; Park Manager Steve Fuegmann; and Secretary Barbara Curren.
Moved by Comm. Watne, seconded by Comm. Kitzman to approve the minutes of the June 5, 2007 meeting. Roll call: all present voted yes; motion carried.
Moved by Comm. Watne, seconded by Comm. Kitzman to approve the bills totaling $29,729.03. Roll call: all present voted yes; motion carried.
Discussion was briefly held on the following topics: the Rice Lake Sanitary Sewer District; the Nelson Carlson Lake low-area fill project; the Rice Lake garbage issue; the response from the ND Insurance Reserve Fund regarding the liability of the fire pits/grills at the County Parks and the proposed RV dump station in Burlington.
Discussion was then held on the need for a new dock at Rice Lake. With Fuegmann appearing for comment it was moved by Comm. Watne, seconded by Comm. Kitzman to authorize the Park Superintendent to order the new dock at a cost of $600 to the County Parks. Roll call: all present voted yes; motion carried.
Moved by Comm. Lee, seconded by Comm. Fjeldahl to advertise the old dock at Rice Lake for sale under sealed bids and have it removed from the site. Roll call: all present voted yes, except Comm. Kitzman who voted no; motion carried.
Discussion was then held on projects and goals the Park Board wished to have for the 2008 season. The Board decided that the need for updated electrical at Old Settler’s Park and the need for trees at all three parks should be priorities in 2008. It was moved by Comm. Watne, seconded by Comm. Kitzman to approve the 2008 park board budget. After further discussion, Comm. Watne withdrew her motion. It was then moved by Comm. Lee, seconded by Comm. Muzzy to proceed with a plan to upgrade the electrical system at Old Settler’s Park and to create a sinking fund where excess money could be placed to pay for the electrical system upgrade. Roll call: all present voted yes; motion carried. Comm. Lee requested that a sub-committee be created to look into sources for obtaining trees.
Moved by Comm. Kitzman, seconded by Comm. Watne to close the public swim beach at Rice Lake at 10:00 p.m. and disallow camping and campfires; and place signage to that affect at both entrances to the park. Roll call: all present voted yes; motion carried.
Fuegmann then gave a re-cap of the season.
Discussion was held on the vandalism at Old Settler’s Park. Sheriff Vern Erck appeared briefly for comment. It was moved by Comm. Watne, seconded by Comm. Fjeldahl to have the Chairman write a letter to the Juvenile Court requesting that any time someone is brought in for vandalism charges, they be barred from the County parks. Roll call: all present voted yes; motion carried.
Chairman Gruenberg then requested volunteers for a sub-committee to look into sources for trees, Comms. Lee, Muzzy and Kitzman volunteered.
Discussion was then held on a letter the Park Superintendent sent to Orville Nesdahl requesting he removed his personal equipment and debris off of the county owned property next to his. Moved by Comm. Watne, seconded by Comm. Lee to turn the matter over to the First District Health Unit and send a letter to Nesdahl informing him of this action. Roll call: all present voted yes; motion carried.
At 8:53 a.m. with no further business, it was moved by Comm. Lee, seconded by Comm. Kitzman to adjourn.
