August 31, 2009
At 9:03 a.m., Vice-Chairman Jack Nybakken called the meeting to order. Board members present were Ken Kitzman, Jim Muzzy, Bruce Christianson and Carroll Erickson.
The previous minutes were reviewed. Erickson moved and Kitzman seconded to approve the minutes. The motion carried with all present voting yes.
Carroll Erickson moved to approve the bills totaling $9,761.98, seconded by Kitzman. Roll call: all present voting yes.
Discussion was held on the sale of the land in front of the lot owned by the county at Rice Lake. The Park Board recommends that the landowners request from the board to purchase the adjacent property or have it auctioned, knowing there is a risk of someone else out bidding them. Ken Kitzman will contact the landowners regarding this matter.
Park Supervisor, Steve Fuegmann gave an update on the new siren being installed at Rice Lake. Steve stated that the new siren might be moved, but all costs are covered.
Steve Fuegmann requested the board approve the bathroom remodeling project at Old Settlers Park in Burlington. Their approval is necessary in order to apply for a grant from Garrison Diversion. Christianson moved and Erickson seconded the approval of the bathroom remodeling project. Roll call: all present voting yes.
The preliminary budget was reviewed. Ken Kitzman asked about the funding that was cut last year by the Ward County Commission. Bruce Christianson stated that at the end of the year the commission could look at transferring funds from the general fund to the park.
Ken Kitzman asked if our camping fees are up-to-date and thought we should review the fees before next year. Steve Fuegmann will look into current fees charged.
Ken Kitzman asked about roadway mowing at Rice Lake. Ward County Engineer, Dana Larsen stated that the county roadway is mowed by the County Highway Department each year for snow purposes and landowners or the township are responsible for mowing on private property or along township roads.
Ken Kitzman asked if there was a letter of understanding yet regarding the speed bumps at Rice Lake. Dana Larsen stated he had not heard if the Rice Lake Association had approved the request to take over the ownership and maintenance of the speed bumps. Larsen will check into this and make sure to get an agreement in place.
At 8:40 a.m., a motion was made by Bruce Christianson to adjourn, seconded by Kitzman. Roll call all present voting yes.
