June 2, 2009 Park Board meeting minutes

The meeting of the Ward County Park Board was called to order at 8:00 p.m. by Chairman Gruenberg with the following members present: Carroll Erickson, Jack Nybakken, and Jim Muzzy. Also present were Park Manager Steve Fuegmann; and Secretary Barbara Curren.
 
It was moved by Comm. Erickson, seconded by Comm. Nybakken to approve the minutes of the December 2, 2008 meeting. Roll call vote: all present voted yes; motion carried.
 
It was moved by Comm. Erickson, seconded by Comm. Nybakken to approve the bills totaling $16,836.74. Roll call vote: all present voted yes; motion carried.
 
At 8:03 a.m. Comms. Fjeldahl and Kitzman joined the meeting.
 
Brief discussion was held on the flood damage at Old Settler’s Park.
 
Discussion was then held on a request from Ralph Towery to acquire property at Rice Lake. It was moved by Comm. Kitzman, seconded by Comm. Muzzy to grant a utility easement to Towery. After discussion Comm. Kitzman withdrew his motion. Chairman Gruenberg requested Larsen to research where the stubs/lift stations and easements are for the sewer system and requested Curren to research the minutes regarding why the property was not sold after a previous request.
 
Comm. Kitzman then presented several requests from Rice Lake: 1) move the ‘beach closes at 10 p.m.’ sign up more toward the camp ground and enforce it; 2) have more patrols by a deputy; and 3) install speed bumps. It was moved by Comm. Erickson, seconded by Comm. Nybakken to recommend to the County that speed bumps be installed on the county portion of the Rice Lake ring road, contingent upon the Rice Lake Recreation Service District requesting their installation. Roll call vote: all present voted yes, except Comm. Fjeldahl who voted no; motion carried.
 
It was moved by Comm. Fjeldahl, seconded by Comm. Erickson to approve a budget amendment to increase the park board budget by $19,650 from funds received from the Water Resource Board for maintenance. Roll call vote: all present voted yes; motion carried.
 
Larsen then informed the Board that the Highway Department would be hiring a seasonal employee to help Fuegmann with the maintenance of the parks and that they would keep track of their hours for the coming year.
 
Auditor/Treasurer Devra Smestad appeared regarding the reduction in the Park Board’s budget as ordered by the Ward County Board of Commissioners in October 2008.
 
At 9:01 a.m. with no further business it was moved by Comm. Kitzman, seconded by Comm. Fjeldahl to adjourn; motion carried and meeting adjourned.
